Stephen McNair – President
Stephen has almost forty years in the energy industry having held leadership, operations, engineering and construction roles primarily in oil, gas, renewables and utilities. His early years were spent gaining valuable experience with ConocoPhillips and then progressing at several natural gas companies – DCP, Enlink, Enterprise and Pioneer Natural Resources (E&P). He was also a founding member of a successful private equity start-up in the water midstream space.
Stephen led multi-year large-scale engineering and construction build-outs at DCP Midstream – Jonah Gas Wyoming, Pioneer – Eagle Ford Midstream, and Pioneer Water Management in the Permian basin.
Stephen holds an M.B.A. from Oklahoma City University and a B.S. in Chemical Engineering from Texas A&M University. He has served on the boards of NMOGA, COGA, and engineering advisory boards at Texas A&M and UT Permian. Stephen is a registered Professional Engineer.
Jeramy Wulkan – Sr. Director of Operations
Jeramy has thirty-three years of experience in construction operations with twenty-five of those years in a leadership role. He has worked in different types of construction including oil & gas, water/wastewater and trenchless technology. Jeramy was the owner/operator of the directional drilling company, Polaris Drilling, for fifteen years and sold Polaris to Blackeagle in 2015.
Over the years, Jeramy has been involved with many different types of construction ranging from high profile HDDs to compressor stations and has led multidisciplinary teams to successful project completion. Jeramy has worked with many customers including Xcel Energy, Black Hills Energy, Williams, DCP Midstream, Civitas, WPX, Encana, Oxy, Anadarko, Laramie Energy, Western Midstream, and multiple municipalities. Under Jeramy’s leadership Blackeagle has grown its revenue and operating footprint across the United States.
Jeramy attended Mesa State College and holds industrial certifications from Haliburton, McElroy, Vermeer and numerous others.
Phil Cichocki – Special Projects and Estimating Manager
Phil is a seasoned construction professional with over twenty years of hands-on experience in water, wastewater, industrial, oil, gas, utilities, and renewable energy construction. He has demonstrated expertise in leading multidisciplinary teams through all phases of estimating and construction, from planning and permitting to execution and close-out. Phil has proven ability to manage large-scale projects, ensuring on-time delivery, cost control, and adherence to the highest safety and quality standards.
Phil is skilled in developing and maintaining strategic relationships with engineers, local and state officials, vendors, and clients, fostering collaboration and driving project success. He is recognized for innovative problem-solving, optimizing operational efficiency, and implementing sustainable construction practices.
Notable achievements include the successful completion of numerous multi-million dollar infrastructure projects, implementation of advanced construction technologies, and surpassing safety performance metrics. He is certified in OSHA 30 and C-DOT Erosion Control Supervisor with extensive knowledge of regulatory and environmental requirements.
Phil holds a Bachelor of Technology degree with a Major in Construction Management from Bowling Green State University.
David Offermann – Business Development / Renewables & Natural Gas Initiatives
David oversees the Renewables and Natural Gas Initiatives division for Blackeagle Energy Services. He has twenty years of environmental consulting experience and fifteen years of progressive job responsibilities of management, operations and business development in the natural gas midstream and renewable energy construction sectors.
Prior to joining Blackeagle, David worked with Elkhorn Construction in the Dallas / Ft. Worth area developing pipeline and facility construction projects in the Barnett, Eagleford, Haynesville and Permian basins. David then opened operations for Elkhorn Construction based in Pittsburgh, PA to develop business in the emerging and prolific Marcellus and Utica basins. David was serving as Area Manager for Elkhorn Construction in the Marcellus when Wood Group acquired Elkhorn in 2013. David then returned to Colorado to serve as Wood Group’s Business Development Manager for the Rocky Mountain region until 2021 when he joined Blackeagle Energy Services.
David holds a B.A. in Cellular Biology and a minor in Chemistry from the University of Montana. He currently lives in Colorado where he and his wife enjoy the great outdoors with their three sons.
Kevin Jackson – Fabrication Operations Manager
Kevin has over twenty-seven years of experience in the energy and construction industries with the last seventeen years in welding and fabrication at Blackeagle Energy Services. Prior to Blackeagle, Kevin was an operations manager in the lumber business.
Over the years, Kevin has established himself as a leader and innovator in welding and fabrication operations by opening and developing new facilities and continuously improving his team’s performance. His operations are known for producing high-quality custom products for oil & gas facilities, renewable facilities and data centers, including shipping the products to locations across the United States. His clients include Chevron, Civitas, Xcel, Williams, DCP Midstream among others.
His fabrication shop maintains an ASME certification with U, R, and NB stamps, and forty-five Welding Procedure Specifications. Included in his offerings are sandblasting, painting and pressure testing.
Tobi Renee Salario – Sales Representative
Tobi is a second-generation professional in the oil and gas industry, proudly following in her father’s footsteps. With nearly a decade of experience in oil and gas business development, Tobi began her career in upstream field sales and has since found her home in the midstream sector at Blackeagle Energy Services.
Notable accomplishments include securing annual direct award fabrication projects, territory growth from the DJ Basin into the San Juan and Permian Basins, and spearheading sales expansion into the municipal sector. Dedicated to industry collaboration and growth, Tobi served on the board of the American Association of Drilling Engineers (AADE) for over eight years. She is actively involved with the Rocky Mountain Pipeliners Club (RMPC) and the GPA Midstream Rocky Mountain Chapter (GPARMC).
Tobi holds a bachelor’s degree in Speech Communication with a focus on Rhetoric from Colorado State University.
Heather Primo – Finance Director
Heather has over twenty years of experience in Finance & Accounting leadership in the professional services sector, most recently in engineering and energy construction. She has been a part of the leadership team at Blackeagle Energy Services for over eight years. During her career she managed the start-up of serval new business entities and numerous software implementations.
Adept at financial management and strategic planning, Heather has a proven track record of developing cross-functional teams and enhancing financial processes. She has a collaborative leadership style that allows her to leverage her financial acumen to support the organization’s goals and drive long-term business success.
Heather earned her undergraduate degree from California State University, Long Beach and holds an M.B.A. from University of Colorado, Denver. She has served as the liaison to financial institutions and internal/external auditors for many businesses in a variety of industries.
